1. Purpose

The sustainability plan outlines how Rural Digital Voices will continue operating after the end of the Digital Spark grant. The aim is to maintain the platform as a practical digital channel through which rural residents can report local problems, while continuing the established process of verification, institutional communication, publication and follow-up.

The grant period has established the technical, editorial and operational foundations of the initiative. The post-grant period will focus on maintaining these foundations, demonstrating impact and gradually developing new partnerships and funding opportunities.

2. Continuation of the Platform

The website www.zeratefshatrave.org will remain the main digital platform for receiving and publishing community reports.

The reporting mechanism will continue to allow rural residents to submit information about problems in their communities. Reports will continue to be reviewed according to the established verification and editorial guidelines before publication.

The platform will prioritize the most relevant community issues, particularly those related to infrastructure, public services, environmental problems, transparency and local accountability.

3. Continuation of the Reporting and Verification Process

The working model established during the grant will continue after the project period:

Citizen report → Review → Verification → Contact with responsible institution → Publication → Follow-up → Outcome

This means that the initiative will not stop at publishing a complaint. Where appropriate, reported cases will be followed up with municipalities, public institutions and other responsible authorities to determine whether action has been taken.

A case-tracking system will continue to document reports, verification, institutional responses, follow-ups and final outcomes. This will also allow the initiative to identify recurring problems across rural communities.

4. Institutional Accountability

One of the main post-grant priorities will be to continue documenting institutional responsiveness.

For reported cases, institutions will be given an opportunity to provide information or a response. Cases without a response will be followed up and, where appropriate, recorded as unanswered or pending.

This approach will allow Rural Digital Voices to produce periodic transparency updates showing not only which problems citizens report, but also how institutions respond to them.

5. Community Engagement

The initiative will continue promoting the platform through social media and other low-cost communication channels.

Communication will focus on making residents aware that they can report problems through the platform and that their reports can lead to documented public follow-up.

Selected cases, institutional responses and resolved issues will also be shared publicly to demonstrate the practical value of citizen reporting and encourage further participation.

6. Human Resources

After the grant, the initiative will initially continue through the existing coordination and editorial capacity, with additional support from volunteer journalists and collaborators where available.

The procedures, editorial guidelines, verification system and technical structure developed during the grant will remain in use. This will allow the initiative to continue its core activities without having to rebuild its operational system after the end of the grant.

As the number of reports grows, the initiative will seek additional collaborators and partners who can contribute to verification, journalism, communication, technical support and community outreach.

7. Partnerships

Rural Digital Voices will seek to establish partnerships with organizations and individuals working in areas relevant to the initiative, including:

  • local and national media;
  • civil society organizations;
  • environmental organizations;
  • journalists and investigative networks;
  • organizations working on digital rights and civic participation;
  • initiatives focused on rural development and local governance.

Partnerships will be developed where they can provide practical value, such as reaching new communities, strengthening verification, sharing stories, providing expertise or developing joint funding proposals.

8. Financial Sustainability

The initiative will seek to diversify its financial support rather than depend on a single donor.

Future sustainability will be pursued through applications to relevant local, regional and international grant programmes, as well as potential partnerships with media and civil society organizations.

Future funding will prioritize the costs that are essential for maintaining the platform and its civic function, including:

  • technical maintenance and hosting;
  • digital security;
  • editorial and verification work;
  • community outreach;
  • communication and visibility;
  • investigative follow-up of relevant cases.

Where financial resources are limited, the initiative will prioritize the core functions of the platform: receiving reports, verifying information, contacting institutions and documenting outcomes.

9. Impact Monitoring

The initiative will continue collecting basic data on its activities and results. The following indicators will be monitored:

  • number of reports received;
  • number of villages and municipalities represented;
  • number of reports verified;
  • number of reports published;
  • number of institutions contacted;
  • number and percentage of institutional responses;
  • number of follow-up requests;
  • number of resolved and unresolved cases;
  • recurring issues identified across communities.

These data will help demonstrate the impact of the initiative and provide evidence for future funding applications and partnerships.
